ORGANIZATIONAL STRUCTURE OF
HIBBEN UNITED METHODIST CHURCH
 

In accordance with the United Methodist Church’s Book of Discipline, a local church is a community of true believers under the Lordship of Christ. It is the redemptive fellowship in which the Word of God is preached by persons divinely called and the sacraments are duly administered according to Christ’s own appointment. Under the discipline of the Holy Spirit, the church exists for the maintenance of worship, the edification of believers, and the redemption of the world.

The basic organizational plan for Hibben United Methodist Church follows the UMC Book of Discipline whereas a Pastoral Charge is established with a Charge Conference, and to which an ordained or licensed minister is appointed as pastor in charge.  An Administrative Board* is established to have  oversight of the administration and program of the local Church and a Council on Ministries is established which shall consider, develop, and coordinate goals and programs for the Church’s mission. A Charge Conference, made up of members of the Administrative Board and presided over by the district superintendent, is the connecting link between the local Church and the general Church.

*In lieu of a Church Council, Hibben UMC has opted for an administrative board/council on ministries arrangement in accordance with section 246.2 of the 1996 Book of Discipline.

The Administrative Board is organized annually by the Charge Conference’s election of a chairperson, recording secretary (also serves the Charge Conference),  at large members and leaders in the following areas.

 The pastor(s) shall be a member of the Administrative Board. All other members shall be lay persons.

The Council on Ministries chairperson is elected by the Charge Conference and shall be a lay person or clergyperson who is not a member of the local staff. It is comprised of the following work areas, which are grouped under four ministries:

All Chairpersons, Coordinators, and Staff associated with the above work areas are also members of the Administrative Board.

Nominations/Elections Policy

With the exception of Administrative Committees and Boards, only Committee Chairpersons/Coordinators will be nominated by the Nominations and Personnel Committee. It is the responsibility of each Chairperson /Coordinators to then recruit committee or council members. Administrative Committees and Board members will be elected for 3 year terms as required by the Discipline. All other positions will be elected for 1 year terms.

Establishing Task Forces will be encouraged for the purpose of accomplishing specific and particular goals of the Church’s mission. Once the particular task is completed, the Task Force will be disbanded.

A description of the various committees, coordinators, councils and individual positions which carry out the work of these two church bodies at Hibben follows. For more detailed information, refer to the United Methodist Church’s 1996 Book of Discipline.


Administrative Board

The Administrative Board at Hibben UMC is comprised of the following Committees, Boards and Positions:

Church Treasurer

Disburses all money contributed to causes representative in the local church budget, and such funds and contributions as the Church Council may determine. The church treasurer is a member of the finance committee.

Administrative & Leadership

Staff-Parish Relations

The purpose of the Staff-Parish Relations Committee is to counsel with the pastor and staff in making an effective ministry, keeping the pastor and staff advised concerning conditions within the congregation as they affect relations between the pastor/staff and the people. The committee is responsible for performing those administrative functions relating to the process of hiring, evaluating, promoting, retiring, and dismissing staff members. In addition, this committee is responsible for developing proposals for compensation, travel expenses, insurance, pension, housing, and other practical matters affecting the work and families of the pastor and staff.

Board of Trustees

This board develops a program of planned maintenance of church property, serves as custodian of deeds and legal papers, oversees property and liability insurance, monitors maintenance of church buildings, grounds and parsonage; and oversees the capital improvement fund. Shares responsibility with the pastor to administer memorial funds.

Finance

This committee monitors and controls the operating budget, so that the goals and objectives of the church are accomplished. Records and reports the financial information to the congregation and Administrative Board, and facilitates effective management of our financial resources. A Financial Secretary shall be appointed to keep records of all contributions and payments and is a member of the Finance Committee.

Nominations and Personnel

This committee serves to guide the Administrative Board on leadership matters, and works to recruit, support, and recognize leaders. It provides for their training so as to coordinate the leadership and service needs with personnel provided by the congregation, and in response to the needs of the work areas and committees.

Music Committee

Supports the music program and the music staff, and give suggestions for long term planning. Oversees the acquisition and care of musical instruments. The committee works to expand the music program by involving more members of the congregation. This committee became  inactive in 2001.

Altar Guild

The Alter Guild is in charge of preparing the sanctuary for each Sunday service. They take care of the flowers, candles, and communion supplies.

Church Historian

Responsible for keeping historical records up to date.

Communications

The Communications Coordinator is the key person in making sure the local church is communicating the Christian faith to each other and outside to the community. The coordinator‘s job is to assist the pastor, the work areas, committees and members with their communications by providing appropriate resources. Lay Leader

The primary lay representative of the laity in the Church. As such, the Lay Leader fosters awareness of the role of laity both within the congregation and through their ministries in the home, work place, community, and world.

Lay Members to Annual Conference

Represent the Church at the annual conference and, along with the pastor, serve as interpreters of actions of the annual conference session.

Parsonage Committee

This committee has the responsibility of ensuring that the interior of the parsonage conforms to Hibben's Parsonage Guidelines. These guidelines specify that the Parsonage Committee shall meet twice annually, once for full review, in the parsonage with pastor and spouse to discuss needs openly, set goals and priorities, and make recommendations to the Administrative Board. In addition, this committee maintains a complete inventory of furnishings and must approve and accept gifts for the parsonage.

United Methodist Women

UMW is a community of women whose purpose is to know God and to experience freedom as whole persons through Jesus Christ; to develop a creative, supportive fellowship, and to expand concepts of mission through participation in the global ministries of the church.

United Methodist Men

UMM is creative supportive fellowship of men who seek to know Jesus Christ, to grow spiritually, and to seek daily his will. Its primary purpose is to declare the centrality of Christ in the lives of men and in all relationships.

United Methodist Youth

Offers opportunity for community through worship, fellowship, study and service with weekly meetings, retreats and conferences. UMY is for youth in grades 7th -12th and meets each Sunday for fun, fellowship and discussion relating the Bible to everyday life.

Nursery Committee

This committee is responsible for maintaining an adequate nursery staff with appropriate supplies.


Council on Ministries

The Council on Ministries at Hibben UMC is comprised of the following work areas grouped under four ministries: Age-Level, Outreach, Nurture and Witness. Although, the individual work areas (committees, councils and coordinators) are grouped under the four main ministries, they all report directly to the Council on Ministries Chairperson, as there are no individual ministry chairpersons.

Age Level Ministries

Children Ministries Council

This coordinator, working with the Director of Children’s Ministry, studies the needs of the children and the goals of the congregation’s ministry and coordinates the planning and implementation of a unified and comprehensive ministry for the children.

Youth Ministries Council

Composed of the Youth Coordinator, the Director of Youth Ministries, youth leaders, and adult counselors. This council coordinates youth activities in the church, plans the youth calendar, and sets goals and objectives for youth programs.

Adult Ministries Council

This committee studies the needs of our adults/older adults and the goals of the congregation’s ministry and coordinates the planning and implementation of a unified and comprehensive ministry with this age group.

Family Ministries Council

This committee works with the various age-level coordinators/committees/councils and the council on ministries to develop a family ministry for the Church, taking into consideration the suggestions of the annual conference agency responsible for family life. Also keeps the Council on Ministries aware of resources and activities to be used in planning family activities in the Church and home.

Boy Scout Coordinator

This position is directly responsible for maintaining an effective and efficient program for all Boy Scouting activities at Hibben.

Girl Scout Coordinator

This position is directly responsible for maintaining an effective and efficient program for all Girl Scouting activities at Hibben.

Outreach Ministries

Missions

In order to carry out Jesus' command to "feed my sheep," this committee's program is to promote personal participation in projects that help the poor. To provide opportunities for giving financial support to United Methodist missionaries as well as to support the local, national and international ministries that promote justice, spiritual growth and development.

Evangelism

This committee is responsible for reaching out into the community and joyfully receiving any person who desires to join Hibben's family of believers. It strives to make visitors welcome and to help new members become an active part of the church body.  (Also see Evangelism under Witness.)

Religion and Race

Keeps the council on ministries and the congregation aware of the meaning of a racial and ethnic pluralistic United Methodist Church. Recommends to the Council on Ministries program opportunities for worship, fellowship, witness, study, nurture, and service with persons, groups, and congregations across racial and ethnic lines.

Church and Society

Surveys the needs of the local community and makes recommendations to the council on ministries on programs for responding to local, community, state, national, and international needs to which the Church ministers by its service, education, witness and action.

Disaster Relief

Responds to the needs of the community when disasters strike the area.

Nurture Ministries

Stewardship

The Committee on Stewardship shall interpret the Biblical and theological basis for stewardship consistent with the doctrines of the United Methodist Church informing the membership through educational channels and study materials. This committee works closely with the Finance Committee.

Education

The purpose of this committee is to provide high quality Christian education to all interested church members and to also provide seasonal and Christian programs. This committee is the point of contact for any educational effort within the church. Programs are available for toddlers through adults.

Communications Committee

This committee, under the leadership of the Communications Coordinator, acts as a conduit for Hibben members to communicate effectively within the church and to the community in which we live. Specific responsibilities include, but are not limited to: production and distribution of Hibben’s Church Directory; production of Hibben’s various brochures; production and distribution, on a monthly basis, of Hibben’s Good News Letter; distributing the weekly eNews from Hibben enewsletter; operating and maintaining the church's sound system(s); operating and maintaining the church's ancillary hearing and visual systems; and developing and maintaining Hibben's Internet Web pages. This Committee is not active at this time. The Communications Coordinators (along with some volunteers) presently perform these functions except that a Sound/Media Team operates the sound & projector systems.

Status and Role of Women

Maintains contact with the annual conference commission on the status and role of women and cooperates with United Methodist Women in recommending to the council on ministries program opportunities for worship, fellowship, witness, study, nurture, and service with persons and groups which confirm anew the liberating message of Jesus Christ that recognizes every person, woman or man, as full and equal part of God’s human family and congregations across racial and ethnic lines.

Worship

In coordination with the pastor, music committee, choir director, organist and other interested individuals, this committee works to develop and implement the Worship service. Other activities include introduction of acolytes, preparation of communion elements, maintenance of seasonal decorations in the sanctuary, providing pencils and offering envelopes in the pews, providing specially bound hymnals for piano and organ, and organization of flower arrangements for the altar.

Witness Ministries

Christian Unity and Interreligious Concerns

Encourages awareness and understanding of ecumenism at all levels, including furthering dialogue and fellowship with other Christians and with persons of other faiths, cultures, and ideologies, participation in councils of churches, interfaith councils, and consulting on church unions.

Higher Education & Campus Ministries

Represents the church it is relationships with educational institutions and campus ministry. Principle objectives include: to determine the nature of the United Methodist mission in education; to develop policies enabling the church to engage in higher education throughout the world; to encourage the development of programs that nurture and sustain educational ministries; to promote a campus Christian movement and a concerned Christian ministry of the educational community; to foster the highest educational standards in related educational institutions; and to resource and support the annual conferences and the church in its educational ministry.

Church and Society

Surveys the needs of the local community and makes recommendations to the council on ministries on programs for responding to local, community, state, national, and international needs to which the Church ministers by its service, education, witness and action.

Evangelism

The responsibilities of this work area include working with all organizations of the Church to identify and reach out to persons who are neither members nor active in a Church, helping persons share the good news of Jesus Christ, keeping a current prospect file, providing for visitation programs, setting growth goals, and inviting persons to Christian discipleship in the worship services. Task Forces

Building Committee

Facilitates all the phases of construction or a renovation plan for the church buildings to enhance its access, function, appearance and beauty. Elicits support and counsel from the congregation in new construction or renovation plans. This committee became  inactive in 2001.
